Charter of Rose

We the people of Rose assemble on this day of 18 March 2018 to lay the framework for a new foundation of Rose. This charter shall exist for the benefit of our members and government, who shall act as one force in the face of adversary and seek the common goal of prosperity for all members of Rose.

  1. Sovereign
  1. The Sovereign is the highest position and is the leader of Rose.
  2. The Sovereign is the head of state and head of government.
  3. The Sovereign serves a six month term. A sovereign may not serve more than twelve consecutive months without six months separating them.
  4. Election
  1. The Sovereign, Regent, and High Government shall nominate someone without the intention to run to be responsible for officiating the election on a two-thirds consensus.
  2. Elections shall be announced on the first Thursdays of March and September. Eligible candidates shall announce their intentions to run by the following Monday.
  3. Qualifications for Sovereign
  1. Be a member of the alliance for a consecutive sixty days.
  2. Publish a campaign platform that states their intended government should they win the election.
  3. Comply with election rules and act ethically.
  1. After the deadline to announce bids for Sovereign, a campaign period lasting four days shall begin. For each additional candidate other than the first, two days shall be added to the campaign period, for a maximum length of ten days.
  2. When the campaign period ends, a forty-eight hour voting period shall begin. The person officiating the election shall administer the election in a way where members can cast votes confidently and anonymously using the alternative voting method or the approval voting method. Live results should be published.
  3. After the voting period ends, a winner shall be announced and the transition shall take place. The current government will have seventy-two hours to transfer ownership of the alliance and the new government shall be seated by the end of that time.
  1. Removal and Replacement
  1. By Petition
  1. A petition containing one-fourth of the alliance member’s signatures must be delivered to an Ephor chartered with the responsibility of managing internal affairs.
  2. An alliance-wide vote should be held following the same parameters as an election for Sovereign. If two-thirds of eligible voters vote to remove the Sovereign from office, the Regent shall be promptly instituted as the leader of Rose to serve the remainder of the previous Sovereign’s term.
  1. By Absence
  1. If the Sovereign goes missing for more than seven consecutive days without notice or thirty consecutive days with notice, the Regent shall permanently assume the office of Sovereign for the remainder of the Sovereign’s term.
  1. Continuity of Government
  1. Should the Sovereign and Regent go missing for more than seven days, the High Government members shall vote amongst themselves to elevate a High Government member to the position of Sovereign. Each High Government member shall receive one vote for Sovereign. The High Government member with the most votes wins. The High Government shall revote in the event of a tie.
  1. Regent
  1. The Regent is the second highest position in Rose.
  2. The Regent shall have no sole power unless specifically designated by the Sovereign.
  3. The Regent shall assist the Sovereign with carrying out the functions of the alliance.
  4. The Regent shall serve a term parallel to that of the Sovereign’s.
  5. The Regent shall assume the office of Sovereign in the case of a Sovereign’s resignation.
  6. The Regent may be appointed or fired by the Sovereign at any time.
  1. High Government
  1. Ephors are high government members who shall carry out the duties of running a specific department. The number of Ephors and their responsibilities and powers shall be up to the discretion of the Sovereign.
  2. An Ephor may be appointed or dismissed at any time by the Sovereign.
  1. Low Government
  1. Vizers are low government members who shall assist in the duties of running a specific department. The number of Vizers and their responsibilities and powers shall be up to the discretion of the Sovereign and/or the respective Ephor.
  2. A Vizer may be appointed or dismissed at any time at the sole discretion of the respective Ephor.
  1. Advisory Council
  1. The Council of Demos shall serve as an informal advisory council to the rest of the government. They shall not wield any specific power but they may be added to government channels and assist with limited government work.
  2. A member of the Council of Demos may be appointed or dismissed at any time by the Sovereign.
  1. Members
  1. Rights
  1. Have the right to free speech and speak out against the government as long as it doesn’t threaten individual security or the security of the alliance or its allies.
  2. Have the right to petition the government and suggest ideas.
  3. Run and participate in elections.
  4. Ask for aid and be provided with appropriate counsel.
  1. Responsibilities
  1. Defend the alliance at all costs.
  2. Follow activity guidelines set by the government.
  3. Respect each other and refrain from using derogatory terms or phrases towards each other or to a group of people.
  4. Follow all articles of the Charter and Rose Guide.
  1. Removal
  1. Removal results in full excommunication from the alliance. A member may be moved to applicant status at the discretion of an Ephor or Vizer chartered with the responsibility of managing internal affairs..
  2. When removing a member, one of the following reasons must be cited.
  1. Treason
  2. Violating the Charter
  3. Violating Inactivity or Department Policies
  4. Other Reasons Deemed Valid by the Government
  1. Applicants who were never members and those who have not logged in-game within a week are exempt from the following process and may be removed by an Ephor or Vizer chartered with the responsibility of managing internal affairs at any time.
  2. Process
  1. An Ephor or Vizer chartered with the responsibility of managing internal affairs at any time may initiate the removal process, but their appeals are heard by the Sovereign.
  2. A summary of why the member is being removed must be provided by a member of the government via in-game message. The summary should also include details on how to appeal. One of the following reasons for removal must be cited:
  1. Treason
  2. Violating the Charter
  3. Violating Inactivity or Department Policies
  4. Other Reasons Deemed Valid by the Government
  1. If no appeal is submitted within 48 hours, the member may be removed and have appropriate permissions revoked. If an appeal is submitted, then the Sovereign will hear arguments from the member who is about to be removed.
  2. The Sovereign has the final say over whether removal from the alliance will occur.

  1. Foreign Affairs
  1. Set all treaties in writing.
  2. Not disband or merge into any another alliance.
  3. Sign, end, and amend treaties at the two-thirds approval of the Sovereign, Regent, and High Government.
  1. Military Affairs
  1. Declare offensive or defense wars at the two-thirds approval of the Sovereign, Regent, and High Government.
  2. Set raiding and spy rules at the two-thirds approval of the Sovereign, Regent, and High Government.
  3. Permit exemptions to military standards at the two-thirds approval of the Sovereign, Regent, and High Government.
  4. Provide transparent military and warchest standards.
  1. Internal Responsibilities
  1. Provide a communications platform for members to contact the government and interact with other alliance members.
  2. Provide a full procedures manual that elaborates on points of the charter and how to seek success during one’s time at Rose.
  3. The Charter shall always take precedence, but rules and policies listed in guides should be followed.
  4. Publish all alliance requirements and standards.
  5. Seek the well-being, fun, and camaraderie of all members.
  1. Economic Affairs
  1. Disclose all tax rates, criteria for each bracket, and tax penalties for violating alliance policies.
  2. Take out debt in the name of the alliance.
  3. Have the option to issue loans to members and foreign entities.
  4. Have the option to issue savings accounts and bonds to members and foreign entities.
  1. Amendments
  1. Amendments can be proposed by any member of the alliance and shall be delivered to the Sovereign.
  2. The Sovereign may choose to call an alliance-wide vote on the amendment at any time. This alliance wide vote shall follow the same procedures as an election for Sovereign. Two-thirds of participating voters must vote in favor of the amendment for it to pass.
  3. The date and contents of amendments shall be listed below. The original text of the Charter shall not be changed.

  1. This document shall be ratified at the approval of the rest of the alliance.
